Currently it gives me around 15 fps with the on board graphics of my 3rd gen intel core i5. Based off of the current minimum requirements, it shouldn't be able to, so I guess I should call myself lucky? Link to comment Share on other sites More sharing options...

Generally GTA V can run on integrated graphics on lowest settings, if you have enough system ram. Just don't try high textures. Also, did you disable shadows in the settings.xml file? You could boost your fps a bit that way. Open Documents\Rockstar Games\GTA V\settings.xml in notepad, look for shadowQuality and set it to 0.
