GTA 4 Problem after installing any ENB mod

On my PC with Windows 10 and NVidia GeForce GTX950M GTA 4 without ENB works fine, but requires to disable fullscreen optimization (otherwise it will freeze at startup).

After installing any ENB it always starts to freeze at startup (or after 2-3 min of gameplay) even with fullscreen optimization disabled.

Is there any fix without downgrading my PC?
