Same Problem With All Gang Weapon Editors

Hey, 

 

I have now tried several gang weapon changers / mods / editors and they all give the same unsatisfying results.

GTA Savegame Editor is the one I am using now.

 

The issue is, that I want all gangs to only carry melee-weapons, brass knuckles or bare knuckles. 

60-70% of all the gang NPC's carry the melee weapons I chose for them, but the last 30-40% still carry guns like normal. 

 

I make sure that all options are changed according to what I want (no guns) and I have tried with different setups and with different weapon changers, but still to no avail. 

 

What gives? Has anyone else run into this problem?
