Apparently modders can follow you across sessions, know your ISP and more? Is this true?

So I can across this video, and I’m not sure how valid it is, but if it’s true this is f*cking terrifying.

Apparently modders can track your ISP, follow you through sessions, and apparently a whole lot more?!
Seriously?

Anyone know more about this? And why isn't anything being done?

You can't get banned from bad sports rating. There's also no video in your post.

That's the part that scares me. Why isn't anything being done? Or is it not that simple?

It is simple asf and nothing is being done because rockstar is lazy this has being a issue on pc for 5 years yet they refuse to acknowledge or fix it
