The guards why got alerted ? I was just killed the last guy with 1 bullet before the alert.

The guard you shot was standing very close to another guard. (to his left, from your point of view) Even if he didn't see it, I'm pretty sure he heard it. I watched this at 0.25 speed and I think his vision cone disappears first, then the alarm goes, and then the other guards have their vision cone disappear.

Stealth is still wonky in this game. I don't know why Rockstar ever wanted a "Stealth Mode" to replace something simple like crouching...
