The nerf happend in the moonshiner update. There is a way to use tonics while in deadeye. Its requires quick use of the weapon wheel. Its sort of the way ewo used to be in GTAO. Its not really worth learning to use the bug unless you are a griefer. It's a shame it's still possible. I know Cronus allows you to do things you can't normally do. One of the signs that some is using it is that they don't seem to take damage - which is probably because they can take tonics really easily.
