It just didn't live up to Vice City or San Andreas, which I replayed more than I can count. GTA V's story mode was last relevant in 2015, when it came out on PC with the early DLC cars added. (all cars up to ill gotten gains 2 except heists) It hasn't been updated since, except for the ability to wheelie muscle cars with Arena update. I meet many people in Online who have never finished story mode, and bought the game just for the online. Same people will also post GTA Online related stuff in the GTA V subforum because they don't know the difference, and I keep reporting them. Rockstar and Take Two get their money from shark cards nowadays. They have no incentive to add more stuff to Single Player. If they ever made a single player DLC, they would have to sell it the same way as the DLCs for GTA IV. But since GTA V is now 7 years old, many people wouldn't buy the single player DLC. And even if they did, they'd only buy it once. Rockstar would probably lose money on making a story mode DLC. Shark cards are recurring purchases.
