Bst Glitch?

I'm getting a problem of BST. Whenever i try to get a BST from Ceo abilities it just says "You have Reached Drop limit". Is this some kind of glitch?. I have tried loading new session and even restarting my game and my Ps4. But still same problem. Can someone please tell me how to fix this issue, coz these oppressors kids just keep on destroying my cargo and I can't defend it

Wait till he manages to take out one of those attacking Oppressors and finds out that the game calls HIM the griefer for destroying someone's personal vehicle, charges him money and gives him bad sport points.

Rockstar is on the cargo griefer's side, people! They actively encourage people to destroy your cargo and give them overpowered tools to do it with.
