Enter Fort Zancudo without a wanted level

Replay the mission "Fair Game". Kill some elk and later, Cletus will leave you for awhile. Quietly go out of the area and call the Downtown Cab Co. and go to Fort Zancudo. And then when you enter it, no wanted level! You can also explore the other restricted area in SA.

 

BE CAREFUL! Don't make an elk spot you, or else, you will go to the "Mission Failed" screen and spawn with Cletus again
