How to edit a map mod for single player? (CodeWalker etc)

Hello, I want to edit a map mod for single player. This mod adds interior to Mission Row Police Station but it needs edit and some detail. I'll just add a few objects and change the textures. I tried to open it with CodeWalker but I guess I should use a different method. The file is a ''dlc.rpf'' and it contains these:
