When it's tier one you can paint targets just as effectively as tier 3. The way I use it I really can't notice a difference. Is it something to do with the number of targets you can paint? How long do you usually stay in deadeye? For most things you don't need to stay in deadeye for more than fraction of a second. What I tend to do if I'm up against NPCs is use deadeye only for the particularly tricky shots and get standard headshot kills for the rest. Those standard headshots will top up deadeye. You can go for the lingering ones where you float around for a while painting targets.
