Was Bounty Hunter Tier 2 supposed to be a Lawman Role?

For months prior to tier 2 Bounty Hunter DLC, we saw leaks, rumours, etc, regarding a Lawman DLC. Then Rockstar suddenly reveals the next DLC will be a Bounty Hunter expansion. What happened?

 

Did the content of this new DLC not live up to the hype? Did they decide to delay or scrap the Lawman DLC and just release what they already created as an expansion for the Bounty Hunter role instead?

 

In the upcoming legendary bounty ‘Carmela “La Muneca” Montez’ mission, the wanted poster informs us at the bottom to use caution, referring to the players as marshals.

 

The unlocks in both the Outlaw Pass 4 and Bounty Hunter tier 2 were lack lustre. Was there originally supposed to be some cool Lawman content that we could unlock? Maybe this explains why what we received was hardly exciting? Maybe the original unlockables were replaced last minute once it was obvious the Lawman role wasn’t ready? I look at some of these new bounty hunter posters, and can’t help but wonder if they were designed with a Lawman perspective in mind.

How would we be lawmen if we are still wanted criminals?

Yeah, assuming they even still care about such things, they would need to wrap up Madam LeClerk's storyline in way that clears our character's names for an official Lawman role to make any sort of sense.

Thats exactly why it makes more sense to be a pinkerton in my opinion.

Except the Pinkertons would either kill us or turn us over to the Marshals. We are still WANTED CRIMINALS. That has not changed.

Did we though?  Maybe rumors & speculation, but we didn't receive any valid leaks saying we were going to get a Lawman DLC.  Anybody to have previously claimed they had leaked info that we were getting a lawman dlc in this update basically just proved they are not a leaker or trusted source

It was more than rumor. Long ago when they put out the roles R* discussed how roles would expand and they mentioned bounty hunter expanding to lawman. Not sure why people claim it was "leaked" other than as click bait. lol

 

This was not an expansion on the role, just adding more of the same stuff that it's always been.

I have maxed bounty hunter and, in the last 4 1/2 hours, I have run in to three bounties while I was just out "cowboying" around. Bounty hunting is not even close to being a favorite of mine but finding the bounties while out minding my business compelled me to do them. If these keep popping up, I'll probably complete them (my attitude about legendaries also) 

 

BOUNTY SPOILER---------One bounty had taken two people prisoner and had them tied up. They were all next to a smashed up stagecoach. I hogtied him, freed the two people and they ran away. Then, I noticed the back of the stagecoach gave me an option to "Break," I believe it said. I did so, the compartment opened and I was able to grab a few items, no money or gold. I did purchase that lock breaker early on so I guess that's why I was given the option(?). This is the second time I have used it (one of the board bounties has a building with a side door that gives you that option).

 

Another bounty was on the east coast of the map, above San Denis. Once I hogtied him, a "friend" showed up, ignored his hogtied body and came straight for me. Be careful out there...

IMO, too much game play overlap between the lawman and bounty roles to make it worthwhile.

The LeClerk storyline seems like Chapter 1 in our characters stories. Once that wrapped up she seems like she has the money and influence to get our escaped prisoner status wiped clean which would open the way for stuff like Lawman, Shopfront owner, legally purchasing homes/property.

This was not an expansion on the role, just adding more of the same stuff that it's always been.

Yeah, not an expansion but an extension.

Expansion intimates a broadening of scope of the role rather than more of the same.

Greedstar probably doesn't know the difference, but it is significant.

I think something that they dont know how to implement well in this hypotetic "Outlaw role" is the honor system in the game, at the moment it only work for story missions, so in our characters perspective we already robbed a train and one of the best banks in the country in Saint Denis ( Dutch plans sucks lol) so it kinda makes sense if some outlaw out there see potential in us and want us in his gang, and after that is all about being their minion for a time, or giving us the option to form an outlaw gang on their own. (And i can see this as part as an expansion in the role lol so well... more time to wait i guess)

 

But for honorable players? Yeah, they could just add the option and "be an outlaw, no matter of your choices in the game role because here is and the role is 21 gold bars so go ahead."

The thing is it feels kinda meh, maybe they want to implement something in the LeClerk role that could give a reason for an honorable player to go into the Outlaw path, or maybe they lock the role only if you have a bad honor character, and that could be good for me but i can see people complain about that so i don't know i think they are still trying to figure how to put that role and work with the game

I don't know how anybody who isn't shooting cops and/or other players 24/7 can be dishonourable, every little advantageous action gives positive honour.

Being continually dishonorable in this game is probably the hardest challenge that there is.  I like to keep my bounty up and you would think that maybe once it gets to a certain point our honor level would not go up so quickly. But we can run around with a high level bounty and still be max honor?

Look at Gene "Beau" Finley, that guy is an outlaw but I'll be his horse is the prettiest thing out there. Only the finest for such a dandy man and all. 😉

Where is this located? I've not had a single time to use the lock breaker yet, almost like it has no actual use, just something to waste money on.

As someone who is virtually dishonorable 24/7--while leaving other players alone--it's very simple:

 

Kill NPCs every once in a while... :)

Some places have "Break lock" and some have "Smash" lock: You can find a "Smash lock" option on the back of certain wagons (which you can also shoot off); and if Ft. Wallace happens to be open (presumably fails to close after some kind of mission), there's a small armory inside, with "Break lock" and "Kick" options for the door:

If I remember correctly, that bounty with the guy who likes being famous and hires guys to ride with him takes place at a mansion. On the side of the house, one of the doors gives the option to break lock and my character started picking the lock to open it. The other is one of those free roam bounties (they show on the map with their own special icon now) with a broken down stagecoach.

In regard to OP's question: No, rumors and speculations don't always turn out, neither did the supposed lawman role. If it's not R' official, don't ever get your hopes up.

On the other hand, if something is R* official, don't get your hopes up that it won't break the game more than it already is.
