Chopper not spawning in heist finale?

So I've done the heist well over a hundred times and pretty much never had a problem with the chopper spawning. Once in a while I'll have to drive around the block and come back and it will have spawned. However, the last two times my friend and I have done the heist (once on Silent, the other on Big Con), the chopper just plain will not spawn no matter how far away I drive and come back. I had wondered if Rockstar patched it, but that would certainly have warranted a topic on here or several videos by GTA Youtubers  - none of which I have seen. Which begs the question, am I just having really bad luck or has something changed?  Any input is appreciated! Thanks!

I haven's encountered this issue so far in Aggressive and Big Con, but i bought the official escape chopper just in case.

Did you still have wanted level and police helicopters flying around?

This, it will only spawn if there's also copchoppers in the air. 

 

Drive round the North of it, you can see the tail, if you're wary.

Yes, I still have the wanted level, choppers are airborne. Same as it always was. Only difference is the chopper doesn’t spawn. I look for the tail as I’m driving.
