GTA Vice City BETA Edition BETA Pedestrians Missing

So I don't know if this is a common bug for all in the Vice City BETA Edition Mod for GTA Vice City. But for me whenever I try to install the mod its passes in everything except for one thing and that is "MISSING BETA PEDESTRIANS". I don't know if its only for my PC or some other guys are also experiencing this problem.

 

The Version which I play is VCB 3.5.6
