Is there a certain plan that I could use for Supply Lines?

I've kept getting stuck on Supply Lines. The one main problem is that I kept running out of fuel when I shoot all the couriers. What plan should I use in order to shoot them all without wasting as much fuel?

 

Edit: I've actually done the mission. So it was kinda my fault for posting this in the first place because I thought wouldn't do it. Thanks though if you would leave any tips.

I see you done the mission, congratulations to it, it's a hard mission, and it was harder to me when I was playing the game in 2011.

Well, there aren't any "plans" to do there, but I remember I always did one strat. The strat was that when I got to a car that I need to destroy, I flew down to the ground, and shoot it that way.
