1. Tyla's Vice City concept

2. GTA Carcer City (2011) by ObsidianRaven

3. Bohemians and Blackjack

Honorable mentions: gta san fierro but mostly because of the drama surrounding that

Also the las venturas concept on gta vi that had a really awesome map even though there wasnt a story on that

In terms of music i think liberty city 1978 and the og carcer city concept by obsidianraven had the best soundtrack imo

Personally, I think anything @slimeball supreme @Cebra and @Money Over Bullsh*t do is pure gold. @DownInThePMs Grand Theft Auto: Borders concept is pretty awesome too.

I can't forget @killdrivetheftvehicle for his GTA America concept. I thought that was pretty awesome. That was actually the first concept I came across before I even joined GTA Forums. It was very ambitious in terms of scale and the very concept that started me taking these concepts serious and really getting into them. There's just something so exhilarating about reading a very well done concept and taking in the atmosphere.

New top 3 list based on recent concepts from 2020 onwards.

1. Grand Theft Auto: Light & Shadow

I love the reimagining of modern-day VC in this, and definitely not how I expected it to usually be like. There's kind of a James Bond casino vibe to all of it plus the soundtrack's pretty good.

2. Grand Theft Auto: Russian Roulette

It's part of a trilogy of hypothetical IV DLCs but I personally like this one the most. The characters all felt convincing enough to be actual characters in the main game and I really love the weapons showcase and the new cars in this.

3. Grand Theft Auto: Stranglehold

Very Driver Parallel Lines-esque. I like the anecdotal style of the concept especially in bits where districts in San Fierro are described. The mechanics seem really fun too and while I think soundtrack can be improved it makes up with some pretty convincing worldbuilding and period dialogue.

In no particular order:

VI: VICE - Not only it's a very detailed work in term of worldbuilding and gameplay, Vice convinces me that another 80's Miami entry won't be bad. There's ton of potentials from the setting that weren't explored by the OG Vice City and VCS. It should be this way, the brutality of cocaine war first, the colorful 80's culture second as a backdrop, not the other way around.

IV: BALKAN VALOR - Still standing out as personal favorite GTA IV DLC concept. Love the different, distinctful direction that focuses on the protagonist's psychology. The only grip: it's unfinished, leaving a cliffhanger. Totally deserve a Liberty City Nobodies-level of remaster.

BORDERS - Perhaps the first concept to explore what a multiple-era GTA is capable of. The gameplay features section is top-notch, as well as the gangs. GTA V's underworld has potentials, no matter how bad the story was, and I glad Borders delivers it.

Honorable mentions: Liberty City 1978, mainly for the unique hustler protagonist, can't wait for his story; and Carcer City (2014), more simplistic than other concepts mentioned here, but is very enjoyable to read, a good starting point for new concept readers/creators. I'd also recommend King of The Hill from GTAFanon Wiki for anyone looking for GTA V's DLC concept.

I remember reading Balkan Valor. It had some potential I suppose, Besim's internal conflicts were interesting, but otherwise, I think I'd have taken a different direction in terms of characters and some story choices. Wasn't a fan of Preston Pecinovsky, a random Most Wanted NPC being relegated to main character level. I remember once tinkering around with a model of Besim btw.

Anyway, I have made my definite three 2022 nominees since some time ago, but that's a secret for now

I think it's pointless to keep this secretive, tbh. Late March and I don't see the awards on the horizon at all sadly. Hopefully it happens so we all can attend the gala, though my expectation is low. My nominations would've looked like this, the three personal favorites from 2022:

Liberty City 1978 - I thought I've had enough with pre-2000s LC, but LC78 has its own unique identity that shines among other similar concepts IMO. Feel it after watching couple of Blaxploitation films. They're gritty, grounded, funky, colorful. I won't get bored, yet won't get annoyed, the tone is balanced. Don't forget the wealth of gameplay contents too, very immersive.

The Russian Roulette - My favorite in the LCN trilogy. I really love the use of custom mods for its characters, weapons, and screenshots. As others said, Gennadi straight up looks like a beta character. Nothing is out-of-place with the vanilla GTA IV.

Stranglehold - Nice-looking, simplistic presentation. I like the showcase of button-prompts mechanics here (especially the one from second mission). It has potentials, many rooms for improvement to become one of best concepts here.

South Beach Lomaz

Wow. I didn't think I would have people consider my concept Stranglehold as a favorite. Thank you @wise_man and @kobeni! I actually feel bad for not giving much attention to Stranglehold. But you know what? I will put in the work and give the audience what they want.
