The goal of this mission pack is to create stealth , Metal Gears feel and gameplay. The goal of this organisation is creating a seperate republic from US, with fascist dictature. They are supported by Fininish Paramilitary Forces, which also want fascist dictature in Finland. A year later, in 2004, U. Fed. is declared a terrorist organisation, and soon, many other organisations are declared so, such as Saviours, Red County Liberation Army, and others... Same year, the SATO is officialy formed, previously being the branch of US Marines. The main goal of S.A.T.O is suppresion of these terrorist organisations.
