Controls problems, some items never triggering...Second playthrough

Hey guys- So I've had a few bugs that have happened to me on BOTH my first and second playthrough. I'll try to recap this as best and succinctly as I can:

 

1) On both playthroughs, the dynamite and fire arrows NEVER trigger. Yes, I have the pamphlets, yes I've read them, yes I have more than enough ingredients. They never show craftable and didn't when I first played the game. Now I concluded the second runthrough and nothing. Any ideas?

 

2) Secondly, and more challenging, is that I can't use the lasso, bow, or some shotguns without using dead eye. They won't fire or trigger. The rope won't throw unless I wail on the button and then it's a matter of luck. This also goes for operating any other machines such as a Gatling gun (cannot operate whatsoever). 

 

Any ideas? I started a third walkthrough and when I get to the bow with Charles in the snow up in Colter, the SAME thing happens. 

 

The bottom line is because of this, I can't hit 100%. Not doable. Any help is appreciated!
