Windows Installation Disc 2 Issue

So I recently found a purchased a completely brand new sealed in box copy Vice City for Windows, but when trying to install the game, it would ask for Disc 2, which never was included. It came with the Installation Disc and the Play (SecuROM) Disc. But if I deselect the game's radio when prompted during the install, the game installs just fine. I can't seem to find any solution from searching online for a fix. Could anyone who has the Windows version provide me with a solution?

NVM, I figured it after looking inside the Play Disc and then re-running the installation in Windows XP compatibility mode. Before, it would say to insert the correct disc when I put the Play Disc in the drive.

The two disks is not pirated.  Please learn to read.  I have the original disks I purchased for PC when it first came out and the lay disk is disk 2 as he found.

If I remember right, Windows 10 has Securom disabled by default, since m$ seem to think it has security issues, so it could be Defender is jumping in and cutting out the drm thingamajig.

Just a thought, since xp never seemed to have an issue with it.
