Securicar spawn location

I've been working on a starter save play-through but have not been able to locate the Securicar for the Import/Export Vehicles.

Starter Save is completing as much as possible in the game after passing the first mission, Give Me Liberty & Luigi's Girls.
Any suggestions on the best way to get one to spawn in Portland?

I've tried Firefighter and Vigilante and have managed to find the Blista and Mr Whoopee only.

The Flatbed spawned almost immediately once I started to drive the Linerunner making me think that driving a similar vehicle type would spawn it.
I tried driving different types of van vehicles, but have not managed to get the Securicar to spawn, even in Chinatown where I read that is a spot it spawns.

 

I'm using the Taxi/Car crusher trick to make the car have no collision to travel to Staunton/Shoreside and managed to drive the Dodo back to Staunton to slightly pop the Dodo up across the damaged bridge in Portland. (Requiring minimal flying)

Any suggestions?

The Securicar (and most of those rare Import/Export vehicles) spawn on the "main drag" in Portland.

 

If you drive up and down this road for a while, you're bound to see a Securicar after some time. If you're on PS2, this can take AGES because these vehicles are significantly more rare on the PS2 version of the game.
