Yes indeed. The events of GTA Online begin in Spring 2013 with the meeting with Lamar. but then the GTA Online Gunrunning, Smuggler's Run and The Doomsday Heist events shift the timeline to 2017 onwards.

Also, GTA2 takes place 3 weeks into the future, there is no specific set date to GTA2 despite some references to 2013.

Some of the levels in Manhunt 2 are set 6 years before the main events of the game, so it's correct timeline would be 2001-2007.

However, on one of these flashback levels there's a billboard mentioning 2006, but since the game's story and the order of the levels changed a lot during development, I think it was left there by mistake.
