After reading this old newswire about The Diamon Casino, I've came to the conclusion that the big new update at the end of this year is definitely not gonna be a map expansion, as much as we want that and as much bored we are of LS not gonna happen at least until Next Gen consoles.

Says: Brand-new luxury destination (If we didn't knew beforehand it was the Casino, we could of speculated that it could of been Las Venturas, just like we are speculating now that it's a map expansion, but is not.)

Says: entirely new location. Literally the same wording, clearly this is the rumor about Mile High Club and elite prostitution, not a map expansion, that will come maybe with the "Enhanced & Expanded" Online.
