He just has a question about mods, if he has the game or not that's his business. On topic, I believe someone tried it and they do work, there were a couple of pictures in one of the posts of an imported car using the same tools. Only I am not sure about the vice city car features like real headlights, shooting through windows. Edit: Funny thing is he didn't mention ANYTHING about having the game.
