GTA SA - 1 FPS Problem

Hello

I have a problem with my GTA SA. A few weeks ago I still had Windows 7 and everything was fine with the game. The FPS was good but now I am using Windows 10 and the fps is too bad. The gameplay runs at 1fps , i tried to do everything but nothing worked with that. (settings in the game and in Windows) Something I noticed is that the game uses very little RAM and I do not know why. How can I solve this?

Spec: Radeon HD 5450 (1GB)

Intel i5 3570 3.4Ghz

8GB ram

Windows 10 64bit Pro

 

(I use moded gta now, but same gta i used when had windows 7 and all was fine and fps was very good without any big fps drop)
