is there a way to get the cargobob outside of missions?

hi,my cargobob from the merryweather heist refuses to spawn and ive been trying to get one from fort zancudo but its always in the air,is there a specific time it is on the ground or istthere another way to get this flying beast?

You can never keep the cargobob from the merryweather heist. In the military base only P-996 LAZER's, Titan's, Buzzards and Besra's can spawn. Only way is to buy it from Warstock Cache & Carry.
