Ideas for a third DLC centered around the Russian and Italian Mafias

I hope this doesn't get locked up because it might be confused with a concept topic, it's some sort of prelude to that. I recently had a dream of a third DLC, of which the protagonist was a 38-year old Russian hitman, I called him Gennadi Zhukov. 

Essentially, the story would start roughly by the time of IV's and end at the end of TBOGT, tying up all sorts of loose ends and explaining some holes that are present in the trinity. Gennadi would be a cheerful, yet intimidating and effective hitman, working for both Faustin and Petrović. When Dimitri and Bulgarin order Niko to take out Faustin, he starts working for all three, Rascalov, Bulgarin and Petrović. Their leading (especially the increasingly paranoid Rascalov) make him question if they are doing things well, however the fact that the work pays good convinces him. Among other things he is the one to kill the cook, he burns down Niko's and Roman's apartment/depot, takes the ransom picture of Roman etc. Slowly when the Rascalov/Bulgarin families lose influence, he also does and ends up losing a lot of what he gained through the story, sorta the opposite of what happens usually in GTA games. There would be also two potential endings with a similar outcome, one would follow the Deal route and the other would follow the Revenge route. Characters would include many members of the Russian clans, also some coming back from IV and its DLCs, such as Roman's Kidnappers would have an expanded role. Other characters I can see coming back would be members of various Italian crime families, especially the Ancelottis due to their involvement with the Russians. Another idea I had would be featuring more of Phil Bell, maybe confirming that he is the rat to Pegorino and also featuring his reckless older brother Mason who contributes to a lot of Phil's paranoia. I also have no clue who the antagonists could be, though I can kinda see Bobby Jefferson or Bryce Dawkins taking part of that vacuum.

 

Now, I would like to ask you all fellow IV fans for ideas for this story. Be it characters, events, missions, stuff that would be connected to IV and its DLCs, maybe even Chinatown Wars and V. I'm not as creative as I used to be in the past and I'm just seeking inspiration.
