Bloom with "normal" PostFX? Is there a way?

When PostFX is turned down to "Normal", it disables most of the post-processing effects, if not all of them. This also includes glow / bloom around light sources. With this being said, is there a way to add bloom to light sources with "normal" PostFX setting? Applying certain screen effects add bloom even while PostFX is set to "normal", that's why I assume it's possible.

 

Any help would greatly be appreciated! Thank you for reading.
