Which do you think fits Indiana Jones's theme better?

I meant for this to be a poll, but apparently, my computer isn't letting me do it. No worries, though! You guys can just tell me within the replies! :) So..what do you think fits Indiana Jones's theme better? Please explain your answer.

Option A: Organized Crime

Option B: Government

My option of choice is A because I personally think it would be more realistic for organized crime syndicates to steal artifacts such as the Ark of the Covenant, Holy Grail, or Crystal Skull as they want power whereas dictatorships like Nazi Germany or the USSR felt like they already had enough power and also feel technologically advanced, so why would they care about some ancient artifact? Personally, I think Indy's adversaries in Raiders of the Lost Ark, The Last Crusade, and Kingdom of the Crystal Skull should've been mobsters instead of government spies or military personnel. Yes, I know he fought against Triads in The Temple of Doom and their role was pretty much exclusive to towards the beginning of the movie. I have already rewritten Kingdom of the Crystal Skull, turning Irina Spalko, Antonin Dovchenko, and other Russians into members of the Russian Mafia. I did it in the WD. Feel free to check it out, if you want to that is..

Regardless, feel free to tell me which of the two you like better for a theme in Indiana Jones or as Indy's adversaries and your reason why.

Very unusual and specific topic but interesting nontheless!

Choice A for sure! And I think I would enjoy that more as a theme/story. However, you could have a faction that's secretly hired by a government to do their dirty work in retrieving an artifact. That could make for a good film where there is an organized crime outfit and an rival outfit, maybe ex-CIA or marines going after this artifact. I love the whole Russian Mafia idea but would be nice if they had to come into contact with another outfit to achieve their objectives.

Countries that had some of their historical items stolen during wars and colonization and their stuff is sitting in a foreign country making money in museums for other governments. There's certainly incentives/motivation there.

It would be interesting to see Indy fight against some criminal organisation that's making profit by selling historical artifacts on the black market.

Thanks for being supportive on my Russian Mafia idea and saying that you like Choice A. In regards to the multiple organized crime outfits, I actually am planning on rewriting Raiders of the Lost Ark and The Last Crusade to involve multiple of them. In Raiders of the Lost Ark and The Last Crusade, I am planning on replacing the uniformed Nazi soldiers with Italian Mafia members. I am also planning on turning Arnold Ernst Toht, Elsa Schneider, Otto, and the German Mechanic into German Mafia members, Rene Belloq into a member of the French Mob, and Walter Donovan into a member of the Irish Mob. Not only that but certain characters I will be turning into Japanese Yakuza members (such as that biker with a monkey and patch over his eye). Last but not least, Satipo and Barranca from the first film will be turned into Colombian Cartel members. So yeah, Raiders of the Lost Ark and The Last Crusade will definitely have the most mobsters, especially the former. The Temple of Doom is the only Indiana Jones movies which I won't rewrite as it already has the Chinese Triads in them. For one reason or another, I just don't plan on converting the Thuggee characters.

It’s speculated that Hitler was very interested in the occult and myths.  So going after the ark or holy grail isn’t too out there.  Plus who doesn’t like to see Indy punch a Nazi?

Well, what about him fighting mobsters instead?
