I’m replaying story mode, i’m at the part just before casing the jewel store, can you get packing for this job?

and does it matter the time (when does he spawn) or who you pick him up with?

He spawns at the Pharmacy plaza. There's blue that lines the plaza that you can't miss just down from Franklin's first safe house. You can get him before the first heist. I've tried to get him with Michael and the random event tends to be far more rare for him, so Franklin is the best character to go for as the random event can spawn almost immediately as soon as you start the game, providing you're driving past the plaza. Time of day has always been in the daytime between 9am - 3pm. Worked every time and I've played through this game more times than I can count. Hope this helps.

Sure you can, as long as you haven't picked your crew already. Once you pick approach and crew, you can still unlock Packie in the mean time, but you won't be able to use him.

I'm not sure if you can find him at the very beginning of the game, or after a specific mission, but you can definitely find him before "Casing the jewel store"

Taliana can only be found after you have unlocked Trevor, so she can not be used in the first heist. (usually I find her with Trevor after blowing up the O'Neill farm)
