This is the nitpickiest of nitpickiest of details, but I've installed a bunch of different mods on VC, but I cannot for the life of me get this restore this effect?

 

I've installed:

  • VCLF
  • ParticleEx
  • WaterEx
  • SilentPatch
  • SkyGFX
  • AI Enhanced Textures
  • Project 2DFX

 

How would I go about restoring that effect?
