GTA San Andreas adding new maps, peds, weapons and cars.

I wamted to add new maps include peds like the mod GTA Underground mod which contains specific cars, peds, weapons, timecyc, and etc for each map which changes with map. Is there someone who can help me.

But this should be like adding not replacing anything in the game
