Black screen in the GTA VC map

Hi, I am unable to play the game because theblack screen occurs on vc map when roaming in the full map. Is there any one who can help me.

The black screen disappear when I change the skygfx.ini settings and I can see every thing clearly but some times some black lines appears on the screen. Can someone help me.
