How to trigger conversation over the phone with a character

After you receive a text from a character sometimes if u call them you talk to them about what was said in the text, for example when stretch is getting out of prison Franklin can call Lamar and talk to him about that, I jus want to know if there’s certain thing you’ve gotta do like wait a few minutes or call the straight away after receiving it. As each time I call back trying to hear these conversations it will just go to voicemail.
