Capture card very glitchy when GPU loads

Hello, i need some help with a capture card
 

I have a cheap capture card that i used before without anyproblems (besides the low video quality), I've spend 2/3 weeks without using it and now that i'm trying to use it again, i have some weird problem. 

Looks like everytime the Laptop GPU gots any load, the video becomes all glitchy. 

You can check on the video, its starts working well, but as soon as the windows loads up, stops working until everything is stable again. After that, if i switch a window, it will get glitchy again.

Even when im playing, you can see if i switch it to full screen, the video is also affected. 
 

I know its not an hardware issue since i've used it before with the exact same laptop sending to the exact same desktop, so i think it might be some config issue. 

My laptop is a Toshiba Sattelite c855d-124with an amd radeon hd 7640g running windows 10 64 bits
The capture card is OEM capture utv007
