AZAZEL
VC was made out from Miami. All the building textures was taken with didital cams all over Miami... it's made to resemblence Miami R* has added several bumps, and so on, to make it more fun. Miami is quite flat you know
Tsuroki
Ocean Drive is actually based on a real Miami street. Hotel names and soforth are pretty acurate. (Just altered for obvious reasons.) Someone made a post about it a while back, comparing the two stretches of land (Ocean Drive and Miami).
hunter2112
Vice was based on Miami as Azazel said and unless I'm mistaken, Liberty was supposed to be based on New York.
Tsuroki
Liberty was indeed based on New York. Originally the LCPD vehicles were blue and white, just like the real NY police cruisers, but were changed out of respect for September 11th.

I read somewhere a long time ago that Portland was supposed to be Brooklyn, Staunton Island is Manhattan, and Shoreside Vale I guess is New Jersy (the suburbs). And , It's been pretty much confirmed that Vice City is of course Miami.
Kingramstone
Heres my guess: Portland: New Jersey Staunton Island: Manhattan (naturally) Shoreside Vale: Long Island or possibly Queens I think SSV is one of the nicer neighborhoods of NYC.
