How to spawn UNRELEASED vehicles(of NEW DLC)?

I have seen many youtubers making videos of the unreleased vehicles when the dlc comes out.

When the new DLC releases we can't open gta singleplayer (due to scripthook v error) and new update (for scripthookv) usually comes within 2 weeks. Hence, mods wont work until script hook v get updated and as a result can't use any mods to spawn the vehicles.

Desipte of this youtubers make videos of the unreleased vehicles on the new DLC release day itself!

So, how do they spawn the cars for creating videos? As you know:
1.Some cars wont be available in online(usually most of the vehicles will be available to purchase a few days or a week later)
2.Can't use mods to spawn vehicles in single player due to scripthookv error.

Despite of these they manage to spawn cars and create videos of it?
How?

The mod menus tend to update quicker than script hook so I'd assume they use those instead.

I do not do modding and only have a limited knowledge of programming so do not know if this would work but could you,

Change the names of the new car files in the DLC to to a existing vanilla car file name and replace?

In my mind this might trick the game into spawning it instead of the car you replaced the file for.
