But sure, there are some ways to do it I guess. Like spawning npcs with luggage near the airport or on the pier. Or adding new pathways for boats so they sail away in the direction of the new island.

Anyway they've methods with the current ingame tools to do things, as you say. The most important: text messages giving hints.

Yes. The garbage exit on the left side of the Casino has construction props set by it.

 

You can hear construction sounds (hammers, drills, welding) happening inside of it, and you can also hear them from inside the Penthouse, although quieter.

There are construction materials by the left side door of casino ingame.

Afterall in the Doomsday Heist I apparently robbed an Avenger off Merryweather, from the exact same Hangar I purched in Smugglers Run. The construction being at the Waste Disposal door means nothing since Rockstar couldn't care less for continuity.

the new hints absolutely do not rule out an island.  the mods here have never led me astray before, I know some o you said they troll but since I've been here every hint they have given came to fruition, or in the case of Cops'n'Crooks, almost did.  I believe in the island.

So the two things that need to be pointed out for this update. A new location and it's supposed to be the largest update so far. So I doubt the Casino will be the only focus.

I think there's a possibility they either mention something like "look out for Tom Connors' message" or they say absolutely nothing until the last prop week and proper announcement.
