They did a four-week tease with an increasing amount of construction equipment appearing outside the old casino each week... and then nothing happened for another three weeks or so. I think they planned to launch the new DLC at week four, but QA issues held them back.

But keep in mind the casino was probably delayed a little bit since they had 3-4 weeks of construction props outside and couple weeks of absolutely nothing after that.

They're doing repair work on the entrance to the heists! They're going to make it so joining and launching heists works!

The positioning of the construction props on the next weeks will determine what will it be we’re getting. But the Garbage Disposal exit being under construction makes no sense. It will be worrying if the Staff Entrance is under construction on the next weeks.

 

If it’s related to the casino, what will this have to do with "the biggest ever update for GTA Online, featuring our latest take on Heists in an entirely new location."; it definitely won’t be in the casino again or even next to it (racetrack bleachers).

What could be at the under construction side of casino now? That door is blocked and the one near it is a waste disposal room and the rest of side doors are used for staff. The next DLC is either about casino again, or just a part of it, who knows.
