Use your Imagination and get Creative, my thoughts in a mostly pve-dlc:

 

make it like a free roam business. as long as you have your business active, you`re officially on patrol in blayne county.

 - you can choose your home police station, which will be your new business property

 - You get messages and phone calls about actual crimes in free roam

 - small crimes are happening as random encounters  everywhere in free roam, if you spot them, try to stop them.

 - you can call backup like helis, road blocks, etc while chasing the target

I would prefer an iaa or fib agent dlc rather than cops and crooks, mixed with luxury items, massive garage space, luxury Cars, new vip jobs including arena war vehicles and paying AP points, but if the theme turns out to be cops and crooks, i definetly Will try that but the success of that Will depend on Rockstar execution

On to actual DLC speculation, I don't know whether a delay will happen or not, but I won't rule it out. Many companies have already cancelled things that were scheduled for around this time, and it really depends on whether they've actually been ABLE to do the mocap work or not.

I wouldn't rule out a delay either but if it is delayed I would think ot would have to be because of COVID-19  and not the killing of george floyd

It just wouldn’t make sense for them to delay it because of covid.  No one has to go anywhere physically to get the dlc.  They just have to go on their console and click a few buttons.  Also covid is on a decline, I live in Michigan (the 3rd hardest hit state in the U.S.) and we're opening back up.  Not to mention we’re about two months away from the usually release date.

If it is covid related, it would be due to them being physically unable to make it on time.

 

DLCs require mocap work, which has to be done in person. If they weren't able to do that on schedule, they will have been slowed down.

Not gonna lie, that sounds pretty cool. That being said, R* will need to monetize it and have multiple pay walls, so the copshop would be one, then there would need to be a stupidly OP vehicle. They would also want to have some sort of annoyingly stupid PvP framework, which is why I worry about this DLC being use to disrupt other players in some fashion.

 

It's a GTA DLC, so it will inevitably bring a few cool cars and maybe some new weapons, maybe, but the concept still seems like another that R* will squander like they did with Gunrunning.
