Unable to “discover” side business robberies

I’m in Chapter 5 of my second play through and the option to discover the side businesses hasn’t shown itself. I’ve gone to the doctor in Valentine and knocked on both metal doors and there was nothing. It doesn’t even give me the option to peek into the window. Same goes for the gunsmith in Rhodes and Saint Denis and the general store in Strawberry. 
 
I was able to do all of them in my first play through from fairly early on. I can still rob the registers and such, but I’m not even given the option to look into the side businesses. Anyone else have this problem/know how to fix it?
