Hello, first of all, i'd like to start by saying i know there is a DLC wishlist thread, but i think that this concept and quality of life update deserves a post of its own given the amount of ideas i'm presenting.

 

GTA Online is 7 years old but still very popular and very profitable with a bright future ahead. Even if it already had many updates and that the "idea pool" is starting to shrink with the map being more and more saturated, there is no doubt that there is gonna be major updates and DLCs in the future. Ive been playing this game since its release i have thousands of hours ingame (probably close to 10.000 hours). I find it very interesting to try to find new ideas for the game and try to predict future updates. I've already made a concept in 2017, before the gunrunning update and it turned out to be pretty accurate so i hope that some ideas from this concept will also make it into the game.

 

GTA Online presents: Ocean Warfare

 

Have you already tamed the roads and skies of Los Santos, get ready to conquer the troubled waters of LS with this brand new update. Visit the Maze Bank foreclosures website to aquire a dock and start your aquatic empire.

 

How would docks work ? similar to bukers and facilities, spread accross the map with a various range of prices, with an entrance that opens and closes for boats, you can purchase or steal supplies during various missions taking place in the ocean and produce illegal cargo. You can upgrade you dock with living quartes, weapon locker and workshop as well as a boat workshop.

 

New alternative to the yacht: a small aircraft carrier.

 

New vehicles:

-Armed Seashark (jet ski)

-Armed Dinghy

-Small destroyer boat (double the size of the tug boat)

-Vortex from GTA San Andreas

-Amphibious Tank

-RC Boat

-New range of weaponized boats and boat customization

-New muscle cars, supercars and sports cars

 

New weapons:

-Scar

-Deagle

-L96A1 (AWP)

-Tec 9

-Hunting Rifle

 

Other:

-Mortar

-Torpedoes

-Small island Northeast of the map with a small airfield and a dock, similar to the north yankon concept posted a few years ago.

 

Quatlity of life updates:

-Ability to return personal vehicle to storage from the interaction menu

-Cooldown on bullshark testosterone

-8 rocket limit on the oppressor MKII

-You can now have a pesonal aircraft or boat in addition to your personal vehicle

-Ability to hire NPCs to work for your org/MC or help you in freemode activities (spawn more supplies and collect them, drive delivery vehicles to delivery locations)

-New type of lobby with homing missiles not able to lock into players

-Increased mc recruit and bodyguard payouts

-Fixed issue of invites disappearing

I like the quality of life updates, but a water based fetch quest business is a losing proposition to me. Especially when you have to go underwater to fetch supplies which will inevitably be in the mission pool. I'd hate to see the equally inevitable "take these tug boats from El Gordo Lighthouse and make 5 drops per boat along the eastern and western coasts in 15 minutes" because that's just going to be post op vans MKII. Or maybe it's MKIII since the dune buggy bunker sale mission is impossible to do solo.

I’m on the fence about an ocean based update and can understand both sides of things.

 

Ultimately it will pay like ass though so will be another way to store boats ala Ron...I wouldn’t mind that tbh

The ocean is definitely under-utilised, but they'd need to add a lot of new features to make a "boat" update worthwhile. We've already seen a new salvage barge in recent updates, but oil rigs, sea forts, lighthouses, a return of the aircraft carrier, a cruise liner at anchor, detailed wrecks that you can enter, possibly even new islands or undersea bases...all these would add...erm... "depth" to what is currently a beautifully modelled vast expanse of nothingness. If they want to go all out with crazy military vehicles, then a giant Soviet-era Ekranoplan would make me very happy indeed.

p.s. for those looking for a Vortex experience, the Deluxo in hover mode is the next best thing.

I have no idea why R* refuses to allow us to have NPC's follow us around. It could be a massive money sink to upgrade them. Needing to buy the initial "compound" where they live/hangout when not summoned, buying them equipment, vehicles and "training" then paying them a daily fee.

 

Start it out as three "Gangbangers" with Pistols that arrive in a sh*tty four door civilian car and eventually have them specced out in body armour with MkII weapons arriving in an Insurgent Pick-Up. Choose their style, weapons, vehicles etc. Control their actions via the Interaction Menu.

It could be a sink of millions upon millions of GTA Dollars and breathe new life into the game.

We could finally feel like we lead criminal organization from roleplay standpoint and wouldn't be only ''field operators'' which doesn't make sense if our characters are multi-millioners with various criminal businesses and still have to risk their lives against multiple enemies by themselves except if they don't have deathwish and just want to die. Then again, this is just a game, but i got feeling R* hadn't implemented something like this more because of engine limitations than their laziness or lack of the ideas.

 

It would be nice if we can give them some kind of percent to sell bunker and biker goods for us, they sell goods for a fee, let's say 10% so we don't have to drive those sh*tty post op vans and planes. But on the other hand why would R* do this when the goal is to make you busy to do this all by yourself to waste time because time = money and wasting time will make some noobie frustrated enough to think about purchasing sharkcard.

While the ability to recruit NPC backup in your office/clubhouse would be awesome,I like the idea that players could choose their outfit style, vehicles and weapons,rather than them going from generic thugs with handguns at low level,to mercs with military grade weapons in Insurgents at high level by default.

Since my character is an outlaw biker,I'd like if his NPC backup were also dressed as bikers (preferably with the same crew logo on the back of their jackets or vests,to look like a club),following him on their chopper bikes and shooting at enemies with Micro SMGs, Mini SMGs, Machine Pistols, Sawed Off Double Barrel Shotguns and Compact Rifles.If he was a gangbanger,then I'd prefer if his backup looked like a street gang,if he was a mobster,then they should look like mobsters too, etc.

It would look weird if you played as a biker on a chopper bike or a gangbanger in a lowrider,and had a few mercs in full combat gear following you around in a military vehicle.

I have argued this from day one. What would absolutely turn GTA on its head would be to have companions like in Bethesda's Elder Scrolls and Fallout games. NPCs that can be given basic commands and paramters such as STAY, GO, FOLLOW, DRIVE, FLY, ATTACK, GUARD etc

 

What would be even better was if said companion was your second, created character!

 

It would revolutionise this game and be much better. Your companion could fly or drive to waypoints, leaving you to man guns on weaponised vehicles etc. You could set them to cover for you as you broke into safes and hacked laptops.

For me and how I play, I'm not that fussed about it being a business, but I'd still enjoy plenty from this too.

 

Add good car storage and maybe a little more for aircraft and I'd be happy as Larry. I'd use it like I do the hangar and just enjoy tuning and storing a nice fleet of boats to mingle in with my toys. 

 

That said, if we got NPC's we can hire and the quality of life (balance mostly) was addressed well, I could be encouraged back into public. Though knowing I could get my trade prices in a solo public, or knowing there are business crews around that enjoy their businesses, I'd definitely be more keen to join a crew and mingle/help others too. :)

Specced out in armour, with MkII weapons and an Insurgent was just an example. You would be able to choose what vehicles they arrive on/drive and at least choose their style from set ones like Biker or Merryweather etc.

Yes. This. 100%

 

We already have the AI to drive vehicles from Point A to B, Fly at least helicopters from A to B and combat AI's.

It would probably be disabled but them having the ability to drive delivery vehicles would be great as well. Not auto deliver (That's another thing) but physically drive them while you rode shotgun.

Don't forget there's no cover out there.......

You're just a setting duck in an unarmed boat. Cause we already know that R* is not going to give us vehicles with weapons to defend ourselves with.

As much as I would like to see it, but have you tried taxi driver recently? AI in this game is beyond bad, that's the reason we are dealing with infinite spawns at missions and ridiculous shooting angles from NPCs.

Dope!  This is how a CEO and MC president life should be by default especially since a lot of people like to play solo.  Good suggestion homie. 

 

As for the DLC.  Im with you.  Sounds cool.  Its one of the few areas of the game R* hasn't really expanded on.  Nice writeup man.

The boats would need to be faster than a Deluxo with the armor of the MOC to stand a chance in free mode. That or make watercraft exempt from aircraft/OPMK2 lock-on. They could honestly make boats OP warmachines to no effect on the land/air warfare.

I want an SDV and an underwater property like a SEALAB or NASA's Aquarius Reef Base. The only way they can make water work on a large scale is if they go full frogman.

I've long wanted something for my boats like with aircrafts and formerly pegasus vehicles as I own the entire website and I enjoy driving boats more than most. My character also lives in his scuba suit. 

They've done some amphibious stuff successfully already. 

Series A Funding- 'Yacht' & 'Bikers'
Humane Labs Raid- 'EMP' & Finale
Pacific Standard Heist- 'Signal'

Some of the Casino Heist prep work does a good job with it as well.

There is a lot of space for them to do things and they already spawn things in the ocean for sell missions... 

There's a long history of the frogman & amphibious mission set going all the way back to the Samurai of ancient Japan.

There's way more possibility than what most people negate the potential as drive boat from here to here. It shouldn't be too difficult for creative people to get creative when so much is documented for them to take inspiration from.

You just detailed the majority of tactical squad shooters over the last 25 years. I'm all for it. Maybe you could also recruit some folks out of your Heist Crew pool & other associates to run with you and it can improve their abilities, like in the Godfather 2 Game where you recruit your crime family, customize them, upgrade them, promote them, send them to go bomb a rival or take over a business or guard a business. Maybe then you could go even more detailed with heist planning like the mission planning of Rainbow Six from way back in the day.

The only way  I can see boats utilised more is if there were more destinations you could go to using them, some islands further out to sea with millitary instalations with anti air defences so that planes/choppers/oppressors were not a option to travel there, turn North Yankton assets into a destination, some sort of under sea base run by Clifford 2.0, Doomsday pt 2 heist.

Have other assets that are already in the files like the aircraft carrier/Russian Sub exploring the seas ready for you to find them.

There needs to be more reasons to want to go out in a boat.

The quality of life improvement I would like to see would be some good/effective ground/sea to air weapons handheld and vehclular and moderate area emp on delivery vehicles.

You do not need to nerf anything just bring balance with more tools to tackle the dreaded broomsticks.

A water business would be nothing new. The casino heist and CEO crates (possibly MC businesses but I never touch them) already have missions in the water and CEO crates and MC businesses already have sell missions in the water. More boats are also meh as you have Hydras and MK2s with off the rader and ghost org with no cover. We also have the APC and Stromberg that make owning a boat useless. I can't really see a water dlc happening as it would be deader than the arena in days.

I think they could take some stuff away and improve gameplay rather than constantly adding more and more op vehicles and weapons. 
 

how about an entire off radar lobby,

 

or a lobby where all weaponised vehicles are locked out

 

it would give them data on what’s popular for future editions too

& no on screen indicators. It's been a few years since I've played deathmatches, but I believe this was a lobby option. Correct me if I'm wrong. It would be great to just be able to truly encounter other players. They could work in a cell app or function where within a certain radius there's another player & it could ping or give that Treasure Hunt bell sound the closer you are. If you happen to see them or maybe within a close proximity, they become available to contact through your phone. This could be possible because we're all connected through Lester's network. Maybe work the Sightseer app into it? 

 

I'd also suggest removing the radar entirely from this proposed lobby concept. The majority who would be interested in something like this, are probably well acquainted with the map. I only use my radar if in a lobby with randoms or am doing a stealth mission... For the greater part of the game it's rather useless to me as I have more than 32 days of driving cars in free roam as of yesterday, I know the map, I know street names, landmarks, etc.  

 

I want some suspense, I want my character to be integrated into the world. I noticed the other day, playing with a friend I met years ago on another game who just got GTA this year and they pretty much play like all the other new players; I told them to meet me at Mirror Park. I'm standing on the little bridge, smoking a cigarette, my car is neatly parked in the parking lot across the street... I said come low profile, they arrive in a Hydra... I get in my car & abide traffic laws, they follow me in a car, driving wildly. I pull up at a 24/7, go in, buy a few snacks, get back in the car. This person is obviously confused as I haven't said much other than "I need to make some collections, meet me at Mirror Park". I then drive to the tattoo parlor, go inside & gun down the tattoo artist and take the money from his cash register.. Now, this is me just screwing around, but it made me think of something... We got snacks at 2 or more properties. We got the Spa in our penthouse with a personal salon. We have a handful of weapon workshops & vehicle custom shops..... We're not really within the world anymore. We're not part of it. San Andreas & it's citizens have become nothing more than a set piece.  We were first introduced as flying into LSIA, being picked up by Lamar as we were new to the city. We had to make a home and get our very own car, free roam events involved interacting with NPC's. This whole feel has been gone away from. I don't particularly like it.

A speargun would definitely be awesome, it'd be a oneshot kill from close range with a high reload time.

 

Also i forgot to mention the dildo from san andreas, imagine green and purple aliens running around with dildos beating up each other, i want to see that.

 

On a side note, many of you agree with the ability to get NPCs to work for you, i really think it's a great idea and it should get more attention, i've had clogged up biker businesses for days because i couldnt find anyone to help me sell the product, so NPCs would definitely be welcome.
