I have logged in last two days and grafted hard to get money and rank up (quarantine).. after first day when I logged in next morning It was like previous day didn’t exist all rank reset and money etc.. 

Raised a ticket and said couldn’t verify... 

so I grafted again (4 ranks.. 2m money)..

 

same has happened again... is this common in gta for time to be wasted and support to not resolve ?

This could be a cloud problem on their end but if you've already gotten an email from Rockstar then their is nothing you can do.

As far as progress being saved, the game will Auto-Save to the cloud automatically during certain events and will force a save once you exit to story mode. It may NOT save from the last Auto-Save if you simply shut off the console or PC while still in Online mode.

 

1. Do something online for a few minutes to increase your cash then exit like I described above and shut down completely.

2. Go back in and see if your progress is still there.

3. Repeat this again for a longer time like 15 minutes.

 

For the next couple of times you play, I would make a video recording (not a photo) of your progress right before you exit the game and that will be proof enough on your next ticket.

I’ve done this after another full day of playing and have evidence again that it didn’t save progress. I’ve sent them the images showing rank and building progression and I am awaiting them to respond... but they just seem to ignore their tickets now.... is the support service always this bad ?

Support is overloaded due to everyone being home and playing games. FYI.... images will be ignored as they can be easily doctored. It has to be video.
