GTA IV: Complete Edition Steam Mod support help

Hi,

I bought GTAIV:CE on steam sometime back and thought would play with mods whenever I get time to.

But after some googling I realised Specifically this version of the game cannot be modded (I can be wrong).

Is there anybody who can let me know if there is a way to mod this version.

All I want to do is use the Simple Native trainer. I don't even want to use any other thing.

 

EDIT:- PS: Also a downgrade would be my last resort if even that is possible. Before that I would like to know if it can be done with out a downgrade.
