It could be the mods themselves but I strongly believe that the compatibility mode would have fixed your problems. I have two nobrainer fixes in mind that weren't mentioned anywhere. Run the game as admin (right click on the executable -> run as admin) and/or turn on the frame limiter before changing resolution. These can do miracles with the weirdest bugs sometimes and they may fix your issues.
