Help with the file "vehicles.oac"

Pre-prepared wav audio file: 16 bit, mono. I wanted to replace only one file "AIRHORN_EQD.wav". This is an Air-horn file in a police car. But after all the manipulations in the game, the cars stop honking and there is no sound of police car sirens.
Help please, where do I make a mistake? Maybe someone will shoot the video ... I will be very grateful.

Whoever made these guides made them a bit complex than they should.
All you need to do to insert new sounds in game is export both the vehicles.oac and vehicles folder to desktop, navigate to resident in OpenIV (Edit Mode) right click on residents page, select ImportOpenformats and pick the new file. I did this for vehicle sounds, police siren sounds and gun sounds and all worked well.
