how do i m0d the wallpaper on the pc im trying with openiv but i cant edit the file

I suppose you're talking about the main menu screen. In that case, you need to edit a file called "title_no_site.wtd", located in grand theft auto iv/pc/textures/title_no_site.wtd 

Just import a png picture and you're good to go.
