SkyGfx skybox issue. (III/VC)

I've had this issue with SkyGfx ever since I installed the mod. Everything works perfectly besides the sky appearing as completely pitch black. First I thought it's just a mod compatability issue, since I had SilentPatch and Project 2DFX installed alongside it. I tried reinstalling the game without the other mods, but the issue was still present. Skybox was completely missing. I tested it out on Vice City as well, same issue. Here are the screenshots:
