That was the original idea, to bring Liberty City to GTA Online, however for what ever reason it didn't happen. 

 

So yes, it would happen, but not this late in the games cycle.

Leslie Benzies said it before V launched, and Yan (confirmed R* insider) has said it was the plan to bring LC into GTA Online but it never worked out. 

 

So in summery, you literally have no idea what you're talking about.
