He did use a real life still frame of a video of the "Welcome to Miami Beach" sign to photoshop a fake "Vice Beach" sign leak. That was one I proved fake, he immediately deleted it. So it's very possible it's real life footage. The thing is, the footage had to be purchased from Getty Images.

On a different subject I decided to watch cocaine cowboys yesterday and I am super excited if Rockstar have taken influence from it, This could be the most brutal and gory GTA game we know yet

Looking more closely at that "gameplay", I think I know what's going on.

 

To me, it looks a POV video someone filmed while walking in Miami IRL. The 'player' is just some random asset someone made a walk cycle for and green screened it on top of the POV video. Notice how when the camera moves, the player follows with it as if they're glued to the lens? Once you see it, you can't unsee it. Also, there's subtle shaking, as if someone is holding the camera in their hand.

 

When it comes to the lighting that seems to be affecting the player, I think that just exposure from the camera that's recording the "gameplay", but I'm not expert in that field.

 

As for the HUD and radar, that could easily be made in Photoshop and edited on top in any video editing program. I don't see the radar moving along with the player too, like people are saying.

 

Just some observations. Could be wrong though.

Rockstar North's dev workstations don't look like that (there are public pictures out there from 2013) and I can see pixels of a Windows 10 taskbar on that 2nd screen, 0/10 Photoshop.

I would love to see Rockstar just keep Vice City a secret until launch and focus more on the other parts of the map
