OK since people seem to be using GXT editors to do this, DON'T! We build native style so you can use whatever characters you like (as long as there's a character texture for it), so for now, here's the English files which are used to build the GXT: https://dl.dropboxusercontent.com/u/49393425/VCS%20EN%20Language.rar

 

Romanian, you can start, Portuguese, all three of you can start, post in the thread to let the other translators know so you guys can work together and check each others work. :)

 

Lithuanian, I'm sorry but there's no room at the moment for me to get additional characters in to cover all of the Lithuanian style.

About Russian language.

When I bought my PS2, I bought VCS too, I had VCS with Russian text.

There are few copies on torrents with Russian translation, so Im pretty sure you don't even have to bother with translating to Russian.
